The route 16 is at the moment close for you before you can do the quest in Celadon City, in order to help you, I will quote here the Celadon Rocket Hideout guide for you to be able to know what to do right now to progress in the story. I will also post here the Kanto Walkthrought guide in case you might have any question in the future.
