Happiny on Love Island is holding the oval stone, if you don't have one.

 

It evolves into Chansey when leveled up while holding an Oval Stone during the daytime, which evolves into Blissey when leveled up with high friendship.

I'm sorry to hear about this inconvenience. Unfortunately as said above by Chameleon, you must evolve Happiny by leveling it up during the day (from 10:00 to 20:00 poke time) while holding an Oval Stone. That being said, I will now be locking the thread, and I wish you luck with your new Blissey! :)
