Eevee is not given by the officer. You have to complete the quest in the game corner and take the eevee from one of the machines.

Also, you can use the Celadon Rocket Hideout guide in order to help you solve this quest, to which you will be able to see you can only retreive the Eevee after beating Giovanni and talking to the several machines across the hideout.
