because it's one legend per region and mewtwo bases stats are over 600 total

Making all legendary Pokemon available has been discussed multiple times, however, as pointed out here, only Pokemon with equal to or less than 600 Base Stats will be obtainable to players. Mewtwo has 680 Base Stats which means it will not become available to players. The anime doesn't do a great job at portraying the power of certain Pokemon compared to the games, this is mostly for the sake of the story :p

When more legendary Pokemon become available, there will be a note in the Update Logs. If you need it, here's a guide to catching Mew. I hope you have a nice day ^^
