Riolu only evolves during daytime with full happiness

If you used a rare candy, it won't evolve. Gain exp with it during daytime (faint a wild Pokemon/NPC Pokemon) and it will evolve even if it doesn't level up. Btw "daytime" for these kind of evolutions start from 6am or 7am Poketime iirc.

I am sorry to hear about this inconvenience. As said above, Riolu only evolves during the day with happiness. The happiness evolutions are a bit different in PRO, you just simply need to defeat a wild pokemon at maximum happiness during the day in order to evolve Riolu.
