Were you experiencing any connections issues at the time? Also, what did you do after teaching Swinub the TM?

Just after teching the tm was the server down of yesterday.

Awh that means you probably lost the TM in server rollback :/. The rollbacked items/pokemons cannot be returned :< Ya gotta buy a new tm.
