Goldenrod/Saffron Train Station, pay 5k to enter, then in front of the train, pay 10k to go to Trainer's Valley instead.

 

Go to the right area of TV, the big lake area, and surf up until you reach a beach with a cave in it. Enter the cave, and keep going up until you reach "Unknown Place".

 

However, note that to have access to TV, you need the same requirement as Love Island - 120 different species of Kanto Pokemon owned, 35-40 evolved.
