Theres nothing you can do, neither is the staffs, its the player's error. iirc moonblast is clef's prio evo move. Theres no way for fable to learn it.

Pokemon can only relearn moves for their current form, any move missed from a previous form cannot be learned unless there's another method of learning it, which in this case there isn't
