SleepTalk IGNORES -4 of roar ! Abusable pls fix

I was fighting against someone who used rest and sleep talk. His Pokemon was faster, so he used Sleep Talk before my Pokemon. The result: He got roar in his moveset and roar is a prio -4 move if im right. What happens: He was able TO SPAMM roar with PRIO because his pokemon got a higher SPD stat and used Sleep talk. Even if using Sleep Talk, Roar MUST BE 2nd.

 

roar has a rule: always 2nd otherwise u could give a high spd poke roar and u cant be countered

in this case, this rule got destroyed, because SLEEP TALK ignores the -4 of roar

 

so he roared me alot in the turn he used it

so sleep talk must be fixed, because it ignores the -4 of roar

it seems, that Sleep talk got a neutral prio it applies it to the following move, very abusable
