I guess you are referring to Choice items? Choice Scarf increases Speed, Choice Band increases Attack and Choice Specs increases Special Attack (each increases by 1.5 * the stat)

You can buy them in the PVP Shop (NPCs are in Vermilion; Olivine and Mauville).

Muscle Band for 10% more Attack and Wise Glasses for 10% more Special Attack.

 

They all cost 50 PVP coins.

Despite no x boosters, items in the game are very useful in PVP I suggest you check them out ;)
