Hey there Przsiczny!

Have you tried talking to the ranger by the entrance to Pinkan Forest? Sometimes if you haven't completed the Pinkan Quest, the Ranger will hold your Pokeballs until you beat the quest. You can simply chat with him at anytime to get them back if you have not finished the quest.

Try talking to him and do not enter the forest.

If you try to enter the forest, he will take all of your pokeballs until you complete the Pinkan Quest.
