Didn't get prompted to learn the move bite

So basically I was fighting Brock with my level 15 Squirtle. By the end of the battle my squirtle got to level 17. I evolved it after the battle. However looking in the pokedex entries I see I should've been able to learn the move Bite at level 16.

I think this may have something to do with the fact that I was battling Brock. Of course it could be that I got prompted but forgot however I'm pretty sure I would remember that and would at least replace tail whip. And if you can't give my Wartortle bite then that's fine I'm just posting this so I could help get a potential bug removed.

Oh forgot move relearners exist. No real reason to get mad. However if this is a bug I'd still like to see it fixed.
