As Alice69Anna said it, you could try to use the Repel Trick method if you have some time and money to spend to help you to find your Lapras. Check out this link.

 

Also, Lapras in Seafoam is Membership only, and keep in mind that Lapras is a pretty rare Pokemon so you have to be patient.
