I went to vulcan island via the slateport npc. When I returned to slateport I noticed there were npc's infront of the museum that blocked the entrance and the route at the top was blocked off as well by two pokemon. I find this odd because I already completed the Hoenn journey and those passages were already open for me to access prior. Eventually the two pokemon who blocked off the route disappeared when I interacted with them and the museum wasn't blocked off after that. When I went inside the museum, one of the npc's who looked like a scientist thanked me for giving him the "scanner", an item I didn't know I had or I forgot about the item.

 

I'm not sure if this is a bug of some sort but I thought it was worth a mention. :)

This that you are experiencing is a Scripting Bug, It doesn't really effect the game they are like ghosts. :)
