Didnt get the Silph Scope

ive already finished the team rockets hideout in the game corner. (i had the eevee), but i didnt get the silph scope.

next i return it to the police

then i go to the gym and defeated Erika when i exit the gym, a trainer with a single pikachu fought me, (i lose, because i just got my low level pokemon alive)

now im stuck in lavender town cause i cant get in the 7f floor of the pokemon tower.when im going back in the game corner underground greg is blocking the path. im stuck in the game what will i do? (not sure if this is a bug)

please help me! i want to play more

This is not a mapping bug, but might have to be fixed, people should make sure they finish all quests because it is all connected somehow, and that's what most players don't see for some reason

same problem here. I'm stuck without Silph Scope, can't get under the casino and the red cup trainer is gone forever :(

Moved to NPC issues.
