[mention]kanto341[/mention] You need to find a Mail Box that are shattered around the regions. After you talk to it a pop up menu will appear and you will see there the mail you received. On the bottom of the menu you will also have a menu saying "Send Mail", which is as the name says, to send your own mail.

Some items are forbidden to send as they are not tradable. Eg: Master Ball.

I will also add here the picture of Vermilion Mail Box and the menu.
