excuse me , I had 800+ h and caught the celebi pokemon but when I talked to scientist Rey, he still said I needed to find the legendary beasts and not give me a bell please help me

According to your variables, seem like you are at the state that haven't talk to the 3 legendary dogs (running in a circle) in the bell tower. After talking to them, the 3 legendary dogs will spawn at respective place, tohjo fall, mt.silver and etc..

You will only able to get the respective bell to catch the dog from Scientist after that. Please check the bell tower out.
