indeed this is correct :p The Tutor outside teaches the move to pokemon who can learn it only via a Tutor and the TM Teacher inside learns it to pokemon who only can learn it via a TM (we don't have all TMs available hence why we have those Teachers). :p

As said before, those two tutors are here to prevent any lack of learning Iron Tail by TM or by Tutor since some pokemons have two different ways to learn it :)

 

I hope it'll be good for you to see them both in Olivine :p
