funny story, it can learn Amnesia in Gen IV, V and VII via breeding but its movepool is updated to Gen VI where it can't learn it. lol

[mention]Holigans3[/mention], actually is up to date; we don't have Gen VII, and it has a Gen VI movepool. :P

Yes some pokemon are still stuck in Gen V with their movepools, Gen1 and Gen2 do have updated movepools to Gen VI.
