As the title says, its bugged. The amnesia move its not on the list of daycare. Couldnt teach it

funny story, it can learn Amnesia in Gen IV, V and VII via breeding but its movepool is updated to Gen VI where it can't learn it. lol

but why is that movepool outdated? is it with all pokes or just him?

Yes some pokemon are still stuck in Gen V with their movepools, Gen1 and Gen2 do have updated movepools to Gen VI.
