Recently i caught a celebi with terrible IV.

I'm wondering what happens if i released him , can i beat Nikola and catch a new one ?

No, If you release it, you can not catch him again, even if you battle Nikola, Nikola boss is only for users that had a disconnection during the battle and could not capture it but once captured there is no way to change it. I'm sorry that your celebi came out with bad stats :(.
