I just battled an NPC in Saffron with a clone Ivysaur. I don't know if it's intended to be a clone Ivysaur or if it's just wrong coding/scripting, as the Anniversary emblem says: "..Wild Charmander, Squirtle and Bulbasaur have 5% chance to be a Clone..".

 

Here's proof:
