Go to the train station in safron or goldenrod. You will get two options, travelling to the other region or to trainers valley.

but i dont have the other region.

To have the option to go to Trainer's Valley, you need to already complete the same requirement as Love Island - own 120 different species of Kanto Pokemon, and have evolved 35-40 different Pokemon.
