As sad above by TenshiMoru this is not a bug. As said on this Serebii Article Lanturn learns Volt Switch via TM and not via the move tutor. You can find out how to get the Volt Switch TM on the PRO Wiki or the Tm and tutors guide. That being said, I will now lock the thread and I hope you have a great day! :)
