Red still hasn't re spawned after months

I faced red a couple of months ago and lost and till this day he has yet respawn. I don't know what I have to do to make him comeback, I've looked it up and other people are having this problem but says he respawns after the sever comes back from maintenance. Still for me he has yet to respawnis there any fix for this or anything I can do for him to comback?

the Red NPC in Mt Silver is not supposed to respawn; you unlock Trainers Valley regardless of a win or a loss. Enjoy o/
