Have you fought all the 3 legendary beasts in their respective areas? It won't work if you got the seen datas somewhere else, like pvping other players..

Scientist Rey won't let me continue the Celebi quest, he says that he is relying on me and that he really needs those beast datas to complete his research, although I have got the seen data of the legendary beasts

I have seen and caught every Kanto and Johto Pokémon., I've got 121 evo data, 721 hours of playtime and the G.S Ball

maybe you seen them, probably one of the dogs from boss fight, try to look for them in their place
