I sailed between Sinnoh and Hoenn and i can't move . I am in lilycove City Harbor.

Please restart your client and use an escape rope. If you don't have an escape rope, let me know what server you are in and I'll try to help you.

If you are stuck again, just use an Escape Rope, it'll send you to the Pokecenter of that port.
