I'm trying to catch an Abra, after 30 minutes I finally got one and used Mean Look on him with my Zubat but it just teleported away. Does Mean Look work differently on PRO?

Mean look is coded wrong, it traps you and not the abra :P

As previously said, Mean Look is not coded properly for now, it can't trap the wild Pokemon you encountered. If you need further information, please check out this topic : PvP Rules and Revamp of Bugged Moves/Abilities/Items not to be used in PvP.

 

If you managing to catch an Abra, you can use a Pokemon with ability Shadow Tag : "Shadow Tag prevents all foes from fleeing (including Teleport) or switching out while the Pokémon with this Ability is on the field."

Catch or buy a Wynaut for example, it'll help you to trap Abra effectively.
