Is it possible to add a pokeball and storyline with bill in goldenrod city giving us an eevee (similar how it happens in pokemon gold, silver and cristal )??

 

I know that eevee can be caught in some places, but we need at least 8 eevees, i dont see nothing bad that bill in goldenrod city give us a eevee.

 

The storyline to get a free eevee could be :

One free by bill.

One free after to recover the withney pokes (leader gym from goldenrod city ).

Or one free after to get the plain badge.

Sage boss battle (requires 125 hours gametime to battle) gives out an eevee every time u beat him. most boss battles auto give out eevees as low tier prizes. There doesnt need to be more free ones, honestly. Also, as you mentioned, theyre catchable in numerous places.

And it is possible to add eevee in the johto safari ?

For Espeon just evolve it, Pokèmon with Pink names are MS (Membership)

Yes, but umbreon and espeon are pokemon from johto, and at least espeon dont have a location in johto, and eevee the only way to get it in johto is beating with the boss sage, but it dont have its own place to be caught
