The staff member who made this quest in the past is no longer part of the team anymore, so the progression is slowed down. We could expect a takeover from a current staff from the Content Staff team because Sinnoh still needs some adjustments but as I said it, there's no ETA. So the best thing you can do meanwhile is to be patient and focusing on another part of the game. I hope you understand.
