Sir, i go to Kanto Daycare, and there is no NPC to Pre-Evo move tutor. Maybe i must clear some quest first? (FYI, i already can learn egg move)

You have to go behind the counter and into the doorway I have marked as red to access the area with the pre evo move tutor in the daycare :)
