The guard on route 35 in Johto gives you a Spearow, not a Farfetch'd. The mail isn't a physical item, it's a variable so you need to talk with the guard in Goldenrod City by the bike shop as shown in this Johto Walkthrough now in order to progress :) Until we meet again.
