im pretty sure this guy is supposed to be a youngster joey instead of a rocket grunt, even says he hasn't gotten his outfit yet.

Hello, and thank you for your report. :)

 

I have changed his sprite to the one most associably used for all Youngster Joey iterations. While he is intended to tag along as a Team Rocket Grunt, indeed, it was not realistic for him to don the outfit, concordant to the dialogue, so I have changed the sprite.
