so i see iv reset button but it says its disabled and i wanna reroll ivs on few of my pokemon like mew but cant

Talk to the Psychic NPC in Vermillion City.

 

You can only reroll legendary's IVs though, and you need, if I recall correctly, 150 PVP coins.

 

Non-PVPers will have to wait until they implement a way to get reroll tickets.

As said above, there is a NPC in Vermillion, you can find it below pokecenter.
