The letter should be a held item on the Spearow received from the guard.

 

Is this still an issue? Do you not have it?

i don't remember, but when I talking to guard, i don't see spearow, Then, when I'm back pokecenter I still do not see spearow , Help me . Now , I want to go over 2 guard , I have to go through the violet city violet

Yes, but i don't see spearow or item. Now, the guards said: "Please hurry up ......" but i don't have spearow or item, I can talk the guard in goldenrod city but no letter gave him.
