Admins can change names, but it's highly demanding on the database, therefore results in servers' lags; thus, we only offer this opportunity to people with inappropriate names who have a high playtime already, if they ask for it.

 

As you seem to already know, you can indeed create another account to have a different username; you can have 2 accounts per mail address, and up to 4 per person in total, as the Rules state :)
