I also got stuck there, I just asked nicely to the other players in discord if I could use some of their Pokemons to defeat him :), You can also try that! :D

You cannot leave Unison Mountain between the moment you defeated either Mayor Camelia or Mayor Vlad, until you also defeat Mayor Gorge, indeed.

You however have access to a bunch of Sturdy pokémons in the area, such as Magnemite, Geodude and their respective evolutions! You can teach them Thunder Wave, or use Geodude's line's Bulldoze move to slow M.Gengar and hit it first with your other pokémons :Angel:

 

Sturdy + Toxic might also be useful for the other pokémons (Not M.Gengar as he's also poison), poisoning them and healing your sturdy pokémon until they faint due to poisoning.

 

 

You can also, as suggested by [mention]Veyz[/mention], ask if someone is willing to lend you some pokémons in order to pass it; would be easier, indeed, but it's not guaranteed that someone would.
