As you can see on the Halloween Event announcement topic, Raichu also has a Halloween form, but not Pichu! So, yes, it will keep its hat when evolved into a Raichu. :P Also, as [mention]MEBzerg[/mention] stated, each Pikachu encountered has 1 chance out of 20 (5%) to be Halloween themed.
