Is pikachu with hallowen hat rare? Is it hard to get it?

The spawn rate on halloween pikachu's is 1/20, its not really hard to get unless you're very unlucky.

As you can see on the Halloween Event announcement topic, Raichu also has a Halloween form, but not Pichu! So, yes, it will keep its hat when evolved into a Raichu. :P

Also, as [mention]MEBzerg[/mention] stated, each Pikachu encountered has 1 chance out of 20 (5%) to be Halloween themed.

You have until the 20th ‒date of the event's end‒ to get one; past that date, you will have to buy one to another player, or wait for it to come back in the game in a future event :Grin:
