I finished the story of kanto, when I go to Jotho, can not I use my pokemon?.

Can not pokemon be used from one region to another in any case?

Firstly congrats for being Kanto champion :)

Regarding to your question , when you enter a new region you can not use any pokemon that was caught from the previous region(s) until you are ready to fight the Elite 4 of this region . So when u enter Johto none of your pokemon are going to be available if you dont win all 8 gyms

after you start Johto region all your Pokémon from Kanto will get locked in your PC boxes.

 

They will unlock after obtaining 8th badge in Johto region and you can use your Kanto and Johto Pokémon against trainers of Elite Four.

 

I highly suggest to bring Pokéballs, TMs and remedies before you start your Johto adventures.

All the belongings in your bag and your money will not be lost when traveling to other regions. Only your Pokemon and their Hold Items will be locked in your PC until you beat the 8th gym, so don't forget to take those off.
