In pro your recommended pokemon level to fight gym leaders is counted like this: badge # * 10 + 5 levels So, for Misty, it should be 2(badge number 2 to be obtained)*10 + 5 = 25. So, your recommended level of your pokemons to fight her are 25. but if you have few pokemons with level 20-ish, it should do it just fine if you have the right counter for water-type.
