I have 7 Hoenn badges. I have defeated deoxys and came to sootopolis city. There when I talk to Steven he says, "Meet Jackson at rt. 131 at sky pillar" . Even Wallace is standing there. I can't battle the 8th gym. What to do? I think that while on the moon I encountered a Pokemon and at that time I washed out of Pokemons and came to Pacifdlog PC. I didn't came back to earth through Rayquaza. Is it the problem? Please someone help me.

Yes, you have to go back by finding Rayquaza; now you'll have to pay Jackson again so you can go back up there just to find it and be able to continue^^
