Once you've won, you should be able to open the frozen pokeball and find Regice. Edit: I've found here the following answer: Regice is only till the 28th btw. I'm sorry. The frozen pokeball will be normal once you defeat boss Kaguya and you will be able to catch regice. If you opened your present and your blue Pokeball is lying on the ground frozen, it will stay there as long as the event is up. Those who opened the present but haven't defeated Kaguya before the 28th of December can still get their Regice from the frozen Pokeball, all you have to do is defeat Kaguya and you will be able to open the Pokeball! If yes, then this is normal.
