Have you fought her yet? Once you've won, you should be able to open the frozen pokeball and find Regice.

 

Edit: I've found here the following answer: Regice is only till the 28th btw.

Did you open your christmas present before regice removed?

Hey there! If you have already opened the presents, you can catch regice till 15th January. The frozen pokeball will be normal once you defeat boss Kaguya and you will be able to catch regice. Good luck

Don't worry!

If you opened your present and your blue Pokeball is lying on the ground frozen, it will stay there as long as the event is up. Those who opened the present but haven't defeated Kaguya before the 28th of December can still get their Regice from the frozen Pokeball, all you have to do is defeat Kaguya and you will be able to open the Pokeball!

Did you open the presents after 28th December? If yes, then this is normal. As the blue frozen pokeball is only available till 15th January for those who opened the presents before 28th December.

I opened present on 30th but today my friend just opened present and he got regice ==!
