Light ball drop doubts

Hello guys,

I for sure wouldn't be asking here if it was not fatal. Other threads about this are from 2015.

I started the game a few days ago and I've been refusing to move on from V.forrest until I get a light ball from a Pikachu. Pikachu is rare himself and has just a 5% chance of having a light ball. Im used to tedious grinds and farms so I took the challenge.

Im already at 16 play time hours. I've caught 3 boxes of Pikachus, just in case a good one appears while grinding even without sync. I've fought more than 200 Pikachus and the SPD EV from 3 of my Pokes has been maxed just by battling appearing Weedles. I have multiple Poison Barbs and Silver Powders from the so rare Butterfrees and Beedrills...

Im at the point where I have big doubts if I am just being extremely unlucky or there is indeed something wrong with it..
