Doesn't matter if you win or lose to Ash, you can go to the next part of the quest. Everything is normal, I believe.

Actually, if you win or loose to Red, it doesn't matter. You will still receive your rewards. So, don't worry and move forward.

it doesn't matter you win or lose against Red

when you have 120dex from 1-151 and 38 evo counts in general, you can go to trainers valley from saffron or goldenrod train station

As mentioned above ‒and thank you for your fast answers, lovely people‒, and in the How to access specific areas guide, it doesn't matter whether you win or lose against Red at Mt.Silver

 

As hahahaka mentioned, and also stated in the aforementioned guide, there are other requirements, being:

• Fight with Red at the top of Mt. Silver (doesn't matter whether you win or lose)
  </COLOR>
• Catch 120 Pokémons native from Kanto (from range #1-#151)
  
• Get 38 evolved data
  
• <COLOR color="#FFBF00">Be able to take the train

Red is not rechallengeable, as you can read in the Boss Guide, therefore won't respawn.
