The Pokemon should be in there, have you been upstairs? The Pokemon is upstairs along the left hand side.

Firstly make sure you have needed berry, if you dont have look in the dinner room trash bin. Then next talk to the scientist.

 

After you go in the bailroom, and look everywhere you should find it easely.

i talked to the scientist , ckecked the bins, talked to the pharasist on 2nd F and the pokemon doesnt pop, i have pecka berries and the security guy doesnt let me through

You fist need to find blissey in the bail room before the security guard let you in. Make sure you looked the right place:

 

 

If you still dont see a blissey, or your doing something wrong(look the ss anne guide), or maybe its an unknow bug.

nope, checked the ss anne guide, did the same over and over , i have the berry , i talked to the rest of the people like it says, no pokemon

As stated by [mention]DrNerfariouz[/mention] talking to every NPC in the area is a good idea to just continue on with the story. So after battling/talking to all the NPC's, Blissey should appear where Madtrainer has specified:
