Make sure you looked the right place: If you still dont see a blissey, or your doing something wrong(look the ss anne guide), or maybe its an unknow bug. Hey Fishy, sorry to hear about your troubles. As stated by [mention]DrNerfariouz[/mention] talking to every NPC in the area is a good idea to just continue on with the story. So after battling/talking to all the NPC's, Blissey should appear where Madtrainer has specified: You first need to find blissey in the bail room before the security guard let you in.
