For Kanto Elite 4, I would recommend you to take a Gastly or Gyrados which is around or more 80th level. As, they can help you easily finish the E4. Here are the places to train your Pokemons to get ready for the Elite 4: I would like to tell you how I trained my Pokemons. My starter was Squirtle. I First, I could good Pokemons from route 2 and Viridian forest and trained all of my Pokemons till level 15-18 in Viridian forest. Then, I defeated Brock. Before defeating Misty, I trained my Squirrel till level 32 in Mt. Moon and all of my Pokemons around 25th level in the same place. Then, I defeated Misty and went on to defeat Lt.Surge. Before entering SS Anne, I caught a good diglett and Onix. Then, I trained them till at SS Anne and easily defeated Surge. Then, I went on for Celadon, there it was a bit difficult. So, I caught a Houndour and trained it till level 40.And I easily defeated Erica. Then, I trained all of my Polemons till level 35. Like that, I trained them at various maps till level 50 and caught good Pokemons like Magikarp, Gastly, Abra Etc. Then, I trained them till around level 70 at Kanto victory road. So, this is how I defeated Kanto e4. After your Pokemons get around level 50, take them to Victory road. If you find it difficult training Pokemons in the wild, you can battle some NPCs again and again between a gap of 7 days. Like this, you can take them to level 50. Still, I would recommend you to train them at wild like places like Safari. I hope I could help you. I am not like an expert. So, my advice might not have helped you.
