Did your Wynaut not learn Mirror Coat upon level-up?

 

Regardless, you should be able to go to the Move Relearner in Cerulean City, or the Move Buffet in Saffron City to relearn Mirror Coat for $2,000 PokeDollars.

If you're curious as to where the other Move Releaners are:

 

Johto: Goldenrod City and Blackthorn City,

Hoenn: Sootopolis City and Slateport City Market,

Sinnoh: Snowpoint City and Hearthome City.

I think this is what happened. You said you bought it from other player right? If so, I think that player might have declined to teach mirror coat to his wynaut. This might have happened. But why do you worry? Just teach it again from move relearner. If you are in Kanto, go to Cerulean or Saffron. If in Johto, go to Blackthorn or Goldenrod. If in hoenn, go to Sootopolis.
