If the above is true, did you first talk to any of the Security Officers first before heading to New Mauville? Since it also may be of interest to you, I'll link the Updated Hoenn Teleport Quest. I tried resetting your quest. The issue apparently is from a client-server latency whereby not all the information was sent/received by the server.With that said, please give this a try and let me know if it works for you.
